ASSISTANT ADMINISTRATOR

The Rural Municipality of Invergordon, No. 430 is accepting applications for a full-time Assistant Administrator. Hours of work are 35 hrs/week: Monday - Friday 9:00AM-4:00pm including a 30-min paid lunch-break. Position will report to the Administrator.

Primary Responsibilities:
- Assumes duties of the Administrator in his/her absence
- Assumes all duties of the Administrative Assistant if one is not employed in the RM office
- Under the direction of the Administrator, will provide support to the Administrator for all aspects of municipal administrative duties including, but not limited to:
- Assessment and taxation
- Tax enforcement
- Financial operations
- Payroll
- Zoning and subdivision applications
- Building and development applications
- Elections
- Implementing policies
- Address all ratepayers and general public with respect and a positive attitude.
- Maintain a neat and tidy appearance
Qualifications:
- Completion of the Local Government Program and/or Local Government experience
- Accounting training and/or working knowledge of computer office systems (word processing, spreadsheets, municipal accounting and administrative procedures)
- Excellent oral and written communication skills
- Ability to work well under pressure and independently
- Teamwork skills
- Knowledge of Legislation, Regulations and Parliamentary practices and procedures
MAINTENANCE/EQUIPMENT OPERATOR
The Rural Municipality of Invergordon, No. 430 is now accepting applications for a seasonal maintenance/equipment operator. The seasonal position will run approximately April 1st to October 31st, weather dependent. Hours of work are Monday – Thursday 6:00AM-5:00PM and Friday’s 6:00AM-11:00AM (49 hours per week), and no work on Statutory holidays unless absolutely necessary at the discretion of the Foreman.
Duties:
- Operate RM machinery and carry out tasks as assigned by the Foreman
- Perform daily circle checks and maintenance on equipment
- Act as Weed Inspector for the RM in the identification and spraying of noxious weeds
- General maintenance duties such as building maintenance or repair (and/or coordinating with contractors), installing/maintaining signage, picking up parts or orders or other general duties as directed by the Foreman
- Keep records of daily work performed and to perform assigned work which may include:
- Heavy Equipment: Operation of graders, pay loader, cat’s, excavator/track hoe, buggy, and trucks requiring 1A license
- Light Equipment: Operation of tractors, back hoe, pressure-washer, mowers (ditch mower and ride-on mower for smaller hamlet/lake areas) and trucks
General Expectations:
- Address fellow employees in a respectful and reasonable manner
- Be willing to follow directions
- Address all ratepayers with respect
- Relay any concerns to Foreman or Administrator
- Keep time sheets or log books as requested
- Maintain a neat appearance
- Adhere to all policies of the RM
Qualifications:
- Valid driver’s license. Class 1A considered an asset but not required
- Possess certification relating to knowledge and competence in the operation of RM equipment
- Capable of accepting instruction and working with minimal supervision
- Geographical knowledge of the RM an asset
- Previous experience as an equipment operator an asset
- Pesticide applicators license or willingness to obtain

REQUEST FOR PROPSALS (RFP)
Regional Bylaw Officer
The RM of Invergordon is seeking proposals for a Regional Bylaw Officer on a contract full-time basis to perform bylaw enforcement in urban areas for the 2025 season: April 1st to October 31st.
Region
- RM of Invergordon Organized Hamlets of Crystal Springs, Meskanaw, Tway & Special Service Area of Yellow Creek; Lakeshore subdivisions on Dixon Lake (Hunters, Crystal Ridge & Eagle Bay), Struthers Lake (Barneys Bay), Rhona Lake (Fleming & Rhona Lake Valley Estates).
- RM of St. Louis Organized Hamlets of Hoey & Bellevue, Special Service Area of Domremy
- Village of Alvena
- RM of Three Lakes Lakeshore subdivision on Rhona Lake & Shannon Lake (both adjacent/accessible via RM of Invergordon)
- Town of Kinistino pending/to be confirmed
Bylaws To Be Enforced:
The following Bylaws in general terms shall be enforced as part of the Regional contract position, but each Municipality shall give direction on any nuances or individuality required for their respective bylaws.
- Nuisance Abatement Bylaw (overgrown grass, weeds, junk, unregistered vehicles, unsightly properties, dilapidated buildings etc)
- Animal Control Bylaw (off leash, nuisance animals, licensing, feces, etc)
- Boulevard Bylaw (requiring landowners to maintain a boulevard/ditch adjacent to their property such as mowing/weed trimming)
- Building Bylaw/Zoning Bylaw (ensuring development has obtained proper permits or issuing stop work orders)
- Road Obstructions (addressing any road obstructions such as vehicles or farm machinery or otherwise which may be a hazard on the road)
- Others as directed by Council(s)
Expectations
- Report on a monthly basis on activity performed, orders issued, orders rectified, any concerns
- Attend Council meetings as requested
- Report to the Administrator for each Municipality
- Performance of inspections or work for each Municipality may be during the work week or on weekends and/or on Stat Holidays, at the direction of the Regional Bylaw Officer
- Confidential list of landowners will be provided by each Municipality to the Regional Bylaw Officer to facilitate the direct mailing/contact of bylaw orders or other concerns
- Be a point of contact for ratepayer concerns to be directed to and address accordingly
Qualifications:
- Valid Class 5 driver’s license
- Reliable vehicle in good repair and good exterior condition
- Cell phone and email address for communicating
- Capable of scanning and emailing documentation, writing professional orders/letters
- Strong organization skills and ability to work independently
- Ability to work under pressure with patience
- Strong interpersonal skills and good conflict resolution skills
- Geographical knowledge of the areas considered an asset
- Knowledge of privacy laws and municipal governments considered an asset
- Previous experience as a Bylaw Officer considered an asset
Invoicing:
- Invoices for services performed, plus actual mileage with tracking sheet, must be submitted to each Municipality by the 3rd of each Month for work performed in the month prior. Invoices will go to the Regular Council meeting of each Municipality for approval.
- Hours to be charged are for active work (not travel time) but can be for physical inspections within the Municipality, taking phone calls, writing emails, preparing and mailing orders, etc. A detailed listing of work performed must be included with the invoice.
- Mileage to be charged shall be mileage to the Municipality only. Return mileage will not be paid.
- Mileage tracking sheet must show the travel for each day being charged.
